The full name is a mouthful: PM-USP Central Sector Scheme of Scholarship for College and University Students. Most people just call it CSS or Central Sector Scholarship. It is run by the Department of Higher Education under the Ministry of Education, Government of India.

The basic idea is simple. Students who topped their Class 12 board exams but come from financially weaker families should not have to drop out of college just because money is tight. So the government selects 82,000 students every year and gives them a direct scholarship. Half of these 82,000 slots are reserved for girls, which significantly improves access for female students across states.

Money goes straight into your bank account through Direct Benefit Transfer (DBT). No college handling your funds. No delays through third parties. Applications happen entirely on the National Scholarships Portal at scholarships.gov.in.

NSP Central Sector Scheme Eligibility: Do You Actually Qualify?

Here is where most students get confused. Read this section carefully.

Fresh Applicants need to tick all of these boxes:

  • Indian national. That one is straightforward.
  • Passed Class 12 from a recognized board. CBSE, CISCE, any state board, all count.
  • Must be in the top 20 percentile of your stream from your board. Science, Commerce, or Humanities, whichever you appeared in. Not your school’s top 20. Your entire board’s top 20 percentile.
  • Enrolled in a regular, full-time degree course. UG, PG, or professional courses like B.Tech, MBBS, B.Arch. Distance learning, correspondence, and diploma courses are flat out rejected.
  • Family income not more than ₹4,50,000 per year.
  • Not receiving any other central or state government scholarship at the same time.
  • Took a gap year after Class 12? You are generally not eligible for a fresh application. This is a common situation and it disqualifies a lot of students.

For Renewal (existing scholarship holders):

  • Minimum 50% marks in the previous year’s exam.
  • Minimum 75% attendance in that year.
  • All other conditions from fresh eligibility still apply.

CSSS Cut Off 2026: The Top 20 Percentile Is Not What You Think

A lot of students assume there is one fixed cut off percentage for this scholarship. There is not. The CSSS cut off 2026 is different for every board and every stream.

Here is how it works. Your state board (or CBSE, CISCE) calculates the marks of every student who passed the exam in your stream. They arrange all those students from highest to lowest marks. The top 20% of that list is what they call the top 20 percentile. Only students whose names appear on that official list are eligible.

These dates are based on past cycles. The Ministry of Education has not released the official 2026-27 notification yet. Keep checking scholarships.gov.in from June 2026 onward.

Documents You Need to Keep Ready

Do not wait for the portal to open before arranging these. Income certificates from the Tehsildar office take time in many districts.

Fresh Application:

  • Class 12 marksheet (from your board)
  • Family Income Certificate (issued by Tehsildar or equivalent competent authority)
  • Caste/Category certificate if SC/ST/OBC
  • Disability certificate if applicable (benchmark disability must be 40% or above)
  • Bank passbook copy: the account must be in your own name and Aadhaar-seeded

Renewal:

  • Previous year’s marksheet or grade card

A Critical Warning About Your Bank Account

This part trips up a lot of people and nobody talks about it enough.

Linking your Aadhaar to your bank account is not the same as NPCI mapping. For DBT to actually work, your account must be mapped with the NPCI (National Payments Corporation of India). If it is not done, the scholarship amount gets credited and then bounced back to the government. You never receive it.

Walk into your bank branch and specifically ask: “Is my account NPCI-mapped for DBT?” If not, get it done before you apply. This one step saves months of frustration later.

How to Apply: CSSS Renewal Process and Fresh Steps

Step 1: Go to https://scholarships.gov.in/

Step 2: Complete your One Time Registration (OTR) with Aadhaar. This needs e-KYC and face authentication. You can do it through the NSP mobile app or visit a CSC (Common Service Centre) near you. OTR is mandatory. There is no workaround.

Step 3: Log in using your OTR credentials.

Step 4: Search for and select the scheme: PM-USP Central Sector Scheme of Scholarship for College and University Students.

Step 5: Fill the form completely. Personal details, academic details, bank details. Upload all documents.

Step 6: Submit and save your Application ID. Screenshot it. Write it down somewhere.

Step 7: Your Institute Nodal Officer verifies the application first. Then it goes to the State Nodal Officer (SNO). Both need to approve before it moves further.

Step 8: Track your application status on NSP using your registration number.

For the CSSS renewal process, the steps are almost the same. Log in, select renewal, upload your current year’s marksheet, confirm your attendance details, and submit before the deadline. Do not leave it for the last week.

I am already getting a state government scholarship. Can I also apply for this central sector scholarship?
No. You cannot hold both at the same time. The CSS scheme does not allow students who are already receiving any central or state government scholarship, stipend, or fee reimbursement. Pick the one that benefits you more and apply only for that. If you apply for both and it gets detected during verification, your application gets rejected.

I completed Year 1 and got 52% marks. My attendance was around 77%. Am I eligible for the CSSS renewal process?
Yes, you clear both conditions. The renewal requires a minimum of 50% marks and 75% attendance. You are above both thresholds. Log into the NSP portal when the renewal window opens, select the renewal option for your scheme, upload your Year 1 marksheet, and submit before the deadline.
